Did this randomly start happening? What type of monitor do you have? Can you check your dxlevel? Does it also lag whenever you use vsync? Check event viewer for error logs. Definitely fool around ...

The person who was banned should definitely be who appeals. However, if you want to know the status of a ban along with the reason, you can check using the sourcebans website.
