here is your solution
Open regedit
Go to: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Multimedia\SystemProfile
There will be an entry for network performance throttling, default value is 10; set it to FFFFFFFF hex (willl look like 0xFFFFFFFF to the right of the entry)
Reboot

Update: It's not in game issue, looks like my laptop is dying... Every other game lags like shit now and gpu temperature is 90 C, not sure how bad it is, but cucu said it's overheating.

I recommended dusting with an air duster to see if it hasn't built up a layer of nasty dust that is causing the problems. That is some high ass temperature issues. Plus it isn't only CSS, also tested under Mafia II.

bro check if the thermal paste is dry on the processor, if it is your gona have to apply another dose of the paste, its costs 15 bucks for it

Yeah, I'm just not as good with hardware stuff, whenever I take something apart I fuck it up and cant put it back together. Will probably take it to some computer tech to clean cooling system.
