I love warlords server. But, I hate the damn hackers, some of whome are very very obvious and are in the server a lots of times. I don't need to name them. The reason they are not banned is not enough evidence. Well, I found this awesome video on youtube.
The hardest hack to detect is WallHack (VAC has no control over it)

The program is a little old, and I don't know of it's current status

One of the trick one my admin friend used was he had multiple accounts. In one of the account he would enable wall hacks. So, when he gets demos, he gets them from a perspective of the waller. He has caught many wallers that way.

Another thing I would like to recommend is that War-Lords server use, No custom Materials policy. I know it would not be accepted by many players, but, having the original materials only in the server will also cut down on many players that have "downloaded skills".
