Should just viewing child porn be illegal? (it's not the act itself) On the other hand: it's been long known that a lot of people who search for and watch child porn will eventually try to commit an act of pedophilia.
I think given the seriousness of the matter, it's wise to make/keep watching child porn illegal as well.

That's a generalization and likely an opinion of yours, and doesn't necessarily mean anything, nor is it in anyway verifiably true. It would be like saying something along the lines of: it's been long known that a lot of people who support and tolerate same-sex marriages are those who actively engage in the activity, plan to engage in the activity, or will eventually engage in the activity. Think about that statement for a second. :-X
