You all do realize Net_graph 4 in console shows your choke/loss right.

Also, does this have to do with interp? Mine is set for 0.02 and though i do lag on occasion when my connection bugs out, or someone downstairs gets on my internet connection i never get the choke warning. Also cuz at 0.02 the lerp is white, unlike and 0.015 where its yellow.
