Not really. Even China is giving less and less support to North Korea as time goes on and their military is still using equipment from the sixties. Seriously, who would come to their aid at this point if they started a war? Iran? Venezuela?They're a sad country that has been hanging by a thread for years. I'm certain that they could do significant damage to Seoul due to the sheer amount of artillery they have aimed at it, but I doubt that they have any counter measures for the air support that the United States would provide. Lastly, South Korea has the economy to recover from a war; North Korea doesn't. Maybe North Korea's leaders are stupid enough to not know this, but I highly doubt that they could have kept the country from falling into civil war as long as they have if they were.
