You are thinking short term revenues. Long term revenues estimate they will not only make up the money but show a profit due to increase tourism over the decade to come. That is the problem with short term, you can't expect to gain money as easy as ABC, and from what my South African friend tells me tourism has increased a lot since the world cup, and those are the numbers you will want to crunch in the end.
