You need to fix your network (Your modem/router is your first hop), you will never have a good ping with your first hop having such a high ping as it's just down hill from there. Generally your first hop should be less than 5ms and your second hop less than 50ms.

Were you downloading when you did this tracert? When doing tracerts make sure to have nothing using the internet. Also this might sound silly but have you tried turning it off and on?
