Perhaps a consider a server like popular maps, except the opposite?... full rotation is awesome, half the time its a endless rotation of: dust2, aztec, office, italy

It might be a bit hard to build up a consistent player base for a un-popular maps server .

#2 (Full Rotation) is probably the closest you will get to it for now, just nominate your favourite map by typing "nominate" and it should show on the vote menu. You can also do this in #1 and #4.
