What message does it give you when you try to play / hit time limits? Figuring out what software is in use to limit you would be the first step. IMO, the second step would be stop that software from running. If its just your computer it would be as easy as just throwing a fresh copy of windows, however if you share it then you might have to be a little trickier. If you have no technical or computer skills to figure this out on your own, just social engineer your parents into giving you an administrative account. Claim the parental controls wont let you save while using microsoft word or some bullshit lie and has completely fucked you over, then just bitch and bitch and bitch untill they say fuck it.

Alternatively, if you have an accomplice/sibling you should wait until your dad is signed onto the computer then have your sibling start screaming bloody murder like crazy insanity. When your dad gets up and runs away to see whats going on, hop on the computer and change your account to an administrator account and walk away. Then next time you log on to your account you can modify your own controls or just uninstall whatever software.
