i think you can use the mute option and i think it mutes radio calls too, i'm not sure though. also there's a way to set it up in the cfg of the server that radio calls arn't transmitted. not sure if you want to take your server in that direction, but a suggestion none the less.

There should be a plugin set into action to monitor radio calls like chat flooding.
