full servers but not actually full?

most servers show there's lets say 40 players but there isn't actually 40 players there's on like 32 players why does this happen? :-\ Ive noticed this on popular servers 1 and 2 office and dust

It was due to a bug in CS:S. I thought it was already fixed though.  :-\

oh yeah i got banned for accidentally forgot to turn off hacks from another server Sad
