Betting is also a bad idea... anybody with half a brain would be rich throughout the whole game. how easy is it to bet on the winning team when maps are typically stacked, especially in these servers? you lose the entire money angle of the game.

Negative. It gives horrible players more money up to a certain limit. This works out because the horrible players typically end up on the losing team anyways.  :
