I did a little shopping around, and these are the best prices at the moment. Then you gotta add a mobo.
Ideally I'd get the Asus Maximus 4 extreme gene z. If you're gonna get the 3570k (k stands for unlocked for overclocking) the M4E has superb overclocking ability and keeps your mobo and CPU safe, so you can get ideal overclocking by just running a program integrated with the mobo. I run my 2600k @ 4.5ghz stable using this program.

For something a little more economical but still very good get the

This mobo is also very good, features 1 PCIe lane 3.0 for next gen GPUs, and 2 additional 2.0 lanes. So you get the 6870 and if you want add another one. I use 2x 6870 and I get benchmarks that equal those of 580 for 2/3 the price.

Maybe try seeing if your old HDD works and then getting the SSD.

I just realized the Asrock one I quoted earlier has the H77 chipset. You'd be looking for the Z77 chipset which offers overclocking capability and converts your PCIe lanes into x8 x8 making it more efficient if you add another card. It's about 5$ difference and it'd make a difference if you ever wanna get into overclocking.

EDIT 2: As awpchoo said, get a SSD for now. Much better and faster. How long would windows take to load on an HDD? 30-60 secs or even more? I got that SSD and it loads less than 10 secs, around 8 (My PC).
