Just wondering, is kicking people from pugs with votekick for no reason allowed?

I've been seeing this alot and its kinda annoying now.

No, but there's usually a reason. The reason in your case is likely being AFK in spec. It's a 5 minute ban so it largely doesn't matter.

Kicking people from pick-up games (pugs) using votekick for no reason is generally considered unsportsmanlike behavior and is often against the rules of many games.
