You had the steam account (STEAM_0:1:26359175) during the cheating infraction, but chose to use no-steam for the sole purpose of cheating. This shows very bad intent on your part.
Normally I'd leave you banned over such a thing, but the cheating occurred over 2 years ago and there's no indication you have cheated since then. So I went ahead and removed the ban evasion on your steam account.
