I had the exact same problem and resolved it by completely resetting to the defaults.
If you want to do that then in the game command line on steam input -autoconfig +cl_cloud_settings 0
You'll need to then delete all the *.cfg files in cstrike/cfg/
After that, launch counter-strike: source and type exec lab in console and edit a keyboard button to something in order to force it to save the new values. You can then replace the game command line on steam with -novid
