Manky I'm sure that ping is perfectly normal from India to London. The problem is it shouldn't be going to through Europe in the first place! Since both IP's are high with completely different transit providers I'm inclined to say this is an ISP problem, or at least a sify.net problem as they are a common transit provider in both tracerts.

10th hop is reaching softlayer with 97ms ping and then its 200+ .

With IP 120.61.34.188 it looks like it was a combination of both paths. Sify.net having problems and Softlayer using NTT (NTT doesn't have a direct path from India to Singapore). It is using Telstra and is now getting a ping of 240ms compared to 500ms+

With 117.217.236.154 it looks like it’s the return path (ISP's side) causing problems as when it's using PCCW the traceroute is the same as the Internap traceroute however it is almost double the latency.
