You had to make a ban appeal before you tried to connect to the wL servers. Wait for a root to unban your new steam account.

That is your old Steam ID.
You lied on your ban appeal, which means that even if you bought a new copy of CS:S (which I'm guessing you're lying about as well) you would likely not be allowed to play here.
