11, 12 or 13 rws. There will be at least a -0,50 rws tolerance, meaning if you are at 12,01 you dont have to fear being blocked from the servers if you badly performed a pug or 2.

If the All RWS is > to the limit = Player has access (even if his last 2 month rws is below the limit).
If last 2 Months RWS is > to the limit = Player has access (even if his "all" RWS is below the limit).
But keep in mind that when we are talking about RWS limitation, its only for the future restricted pug server, players from all RWS level who wants to participate in the other events (that are "open"), scrim, tournaments (etc.) are more then welcomed !
