There's no problem with high ping when it's within reasonable limits (something like < 500ms). These users don't affect your reg nor do they lag the server. The users who lag like crazy and skip are those with a lot of jitter or high choke/loss. This isn't a problem which is constrained to any particular ping range. There's a lot of users with <50ms ping who skip around like crazy. :confused:
